Abstract/Citation

The present Law regulates issues regarding the Candidates Evaluation for Recruitment in the Public Service (Temporary Provisions), in view of:
- the suspension of filling of first recruitment vacancies, of first recruitment and promotion vacancies and of promotion vacancies for 2016 (01.01.2016-31.12.2016), pursuant to the article 17 of the Law of 2015 on the Budget of 2016;
- the fact that similar regulations may be included in the State Budget of 2017 (01.01.2017-31.12.2017) because of the need for confining the public expenditure;
- the fact that the aforementioned article provides for the possibility to exempt from the suspension of filling of vacancies those that are necessary to be filled following the proposal of the competent authority;
- the fact that it is considered necessary to regulate on a temporary basis the process of filling of vacancies in the Public Service, for which vacancies the provisions of the Law on Public Service apply and which fall within the scope of application of the Law on the Candidate's Evaluation for Recruitment in the Public Service, in case those vacancies are to be exempted from the suspension of filling.

Article 2 provides for the definition of the following terms: “written examination”, “position”, “Law” and “Examinations Service”.

Article 3 introduces special provisions for the suspension of application of several provisions of the Law and for the temporary insertion of other provisions for the filling of vacancies that are to be exempted from the suspension of filling.
