La ley citada aprueba el “Acuerdo de París sobre el Cambio Climático”, aprobado en París el 12 de diciembre de 2015, en ocasión de la 21ª Conferencia de las Partes (COP21), y firmado por la República del Paraguay el 22 de abril de 2016 en la cumbre de Jefas y Jefes de Estado en las Naciones Unidas con sede en Nueva York, Estados Unidos de América.
