Article 1: This Regulation is developed, according to the National Defense Law of the People's Republic of China and other relevant laws, for the purposes of regulating the management of civilian staff, protecting the lawful rights and interests of civilian staff, building a high-quality and professional civilian staff that is both capable and of moral integrity, and promoting the modernization of military personnel.

Article 2: For the purposes of this Regulation, "civilian staff” means persons not performing military service who perform their duties in accordance with the law in established positions in the armed forces and who, as a component of the personnel of the armed forces, enjoy the corresponding rights as employees of the state and perform corresponding obligations, according to the law.
