Article 1: amends the title of the Law, as follows: “Law on Combating Prostitution and Homosexuality".

The new law provides that any person who has a homosexual relationship with another person must be punished by a term of imprisonment between 10 and 15 years. The law defines “homosexuality” as a sexual relationship between two persons of the same gender.

The law enhances the criminal penalties under the two following circumstances:

Any person using coercion or deception to bring another person who is 18 years of age to a specific location to practice prostitution or to practice the act of homosexuality must be punished by a term of imprisonment not exceeding 10 years.
Any person using coercion or deception to bring another person who is less than 18 years of age to a specific location to practice prostitution or to practice the act of homosexuality must be punished by a term of imprisonment not exceeding 15 years.

The law prohibits all activities of NGOs that promote LGBT rights in Iraq.

The law requires the Iraqi Communications and Media Authority and the Ministry of Communication to adopt necessary measures to prevent the promotion of homosexuality and pornographic materials.

The law punishes any person who promotes homosexuality or prostitution with a term of imprisonment not exceeding seven years and a fine between 10,000,000 and 15,000,000 Iraqi dinars (about US$7,100 and $10,700).
