El citado decreto establece los requisitos de la amnistía y el indulto por razones humanitarias y regula el procedimiento para su procedencia. El decreto se estructura de la siguiente manera:
-Capítulo I – Disposiciones generales
-Capítulo II - Amnistía
-Capítulo III - Indulto
-Capítulo IV - Seguimiento y coordinación
-Disposiciones abrogatorias y derogatorias
-Disposiciones finales.
