The purpose of this regulation is to provide the framework for issuing, amending, renewing, suspending, and revoking the relevant certification, establish minimum safe manning levels and standards in accordance with the SOLAS Convention and related codes and agreements, define the obligations of ship operators, regulate seafarers’ working and rest hours, and oversee compliance. The aim is to ensure life safety at sea, marine environmental protection, safe navigation and ship operation, and proper crew qualification on board.”
