This Law establishes a comprehensive legal framework for medical liability and patient safety in Egypt. It applies to all licensed healthcare professionals and facilities, including physicians, dentists, pharmacists, nurses, and allied health personnel. The law sets standards for professional conduct, documentation, duty of care, and mandatory informed consent.

It establishes a Higher Committee for Medical Liability to investigate and resolve complaints, a Medical Error Insurance Fund to compensate patients for verified medical errors, and a graduated system of penalties distinguishing ordinary errors from gross negligence. The law strengthens protections for healthcare workers and clarifies accountability mechanisms.
