Establishes the regulatory framework governing employment conditions of seafarers and maritime workers. The regulation sets standards on recruitment and placement, employment contracts, wages, working and rest hours, occupational health and safety, medical care, accommodation, social protection, and inspection mechanisms on board vessels and in ports. It aims to ensure decent working conditions at sea, maritime safety, and compliance with international maritime labour standards.
