Modifie l'article 133 de la loi du 28 février 1967 (SL 1967-Rwa.1) relatif au congé payé annuel, afin d'en augmenter la durée. Ajoute un article 133 bis sur les congés payés pour événements familiaux, les absences pour l'accomplissement d'un devoir imposé par la loi et celles liées aux fonctions de représentation syndicale.
