Amends the Pension Benefit Guaranty Corporation's regulation on Valuation of Plan Benefits and Plan Assets Following Mass Withdrawal, made under sections 4219(c)(1)(D) and 4281(b) of the Employee Retirement Income Security Act of 1974, in respect of a table of interest rates to be used in valuations performed as of a valuation date within a particular calendar month, by adding to the table the rate series for the month of February 1992.
