Pourront bénéficier des avantages et garanties de la présente ordonnance les entreprises réputées prioritaires, leur mérite économique étant évalué selon la quantité et la qualité des emplois mauritaniens créés, la valeur ajoutée locale, la rentabilité et la contribution à l'effort national de développement.
