Amends Section 2 of the basic Act. Public service concerns all services of the public sector except those of the Armed Forces, of the National Guard, of the Police, of Justice, of the Teaching service and of the services under an independant authority of the State. In the last two cases the exception concerns both temporary and stable personnel.
