Sets forth conditions for vocational training programmes and enterprises to be considered as reserved for disabled workers so that they may receive certain incentives. To qualify, vocational training programmes must have at least 70 per cent permanent enrollment of disabled persons, and enterprises must hire a specified proportion of disabled workers and include a disabled person in management. Stipulates that cities and provinces establish job funds to finance job training programmes and enterprises for the disabled. Also sets forth entitlements of disabled workers, types of enterprises which must accept a proportion of disabled workers, and stipulates that enterprises which have not hired prescribed proportions of disabled workers pay an indemnity to the Fund for Job Creation.
