Tiene por objeto restituir y garantizar la intangibilidad de los fondos y reservas de la seguridad social, así como restituir la autonomía administrativa, económica, financiera y presupuestal de EsSalud, conforme lo establece la Constitución Política de Perú y la Ley núm. 27056 que crea el Seguro Social de Salud (EsSalud).
