Establishes the Department of Human Resources and Skills Development over which presides the Minister of Human Resources and Skills Development. Defines the powers, duties and functions of the Minister as well as those of the Minister of Labour and of the Canada Employment Insurance Commission. Also sets out rules for the protection and the making available of personal information obtained under departmental programs.
