Establishes uniform reporting and record-keeping requirement for manufacturers, importers and processors of chemical substances and mixtures, and a list of questions from which specific information requirements will be assembled on a substance-by-substance basis. This rule will be used to obtain information needed by the Environmental Protection Agency and other Federal agencies to support the assessment and regulation of chemical substances and mixtures under the Toxic Substances Control Act.
