Amends the 1997 Act by providing, inter alia, for temporary removal of the limitation on the maximum amount of taxable income conditioned to social security payments and changes in the social security payment deductions. Regulates issues related to percentage of non-taxable contributions to pension funds and accrual life insurance schemes.
