Amends Regulation on the conditions and the competition to be conducted for disabled persons to be engaged as Civil Servant (Decision No. 2004/7754 dated 28/08/2004 of the Council of Ministers).

Repeals the words "first time" mentioned in Articles 2, 4 and 6. Amends the following articles:
Art. 4 para. 1 (c) (definition of disabled persons, disability health report);
Art. 8 paras 1 and 2 (examination);
Art. 9 para 1 (a) points 5 and 6 (infraction according to Turkish Penal Code and disability health report);
Art. 10, para 1 (d) (disability health report);
Art. 20 para 1 (results of the exam);
Annexes 1 and 2 ( Application and information forms); and
Adds a new Annex 4 (information on application form).

Also adds a temporary Article 1 (pending proceedings).
