Adopted at the 21st meeting of the Standing Committee of the Eighth National People's Congress on August 29, 1996, amended in accordance with the Decision on Amending Some Laws at the 10th meeting of the Standing Committee of the Eleventh National People's Congress on August 27, 2009 and amended at the 30th meeting of the Standing Committee of the Eleventh National People's Congress on December 28, 2012.
