Introduit un complément dans la définition du terme «fonctionnaire» dans la loi. Modifie également les dispositions relatives au salaire brut des fonctionnaires et à l'évaluation de la qualité de leur travail. Crée enfin une disposition relative au détachement dans une autre structure de l'administration.
