Inserts in the Human Rights and Equal Opportunity Commission Act 1986 a Part II A of the Schedule providing for the establishment and functions of the Aboriginal and Torres Islander Social Justice Commissioner, terms and conditions of appointment, remuneration, leave of absence, outside employment, resignation, termination of appointment, acting commissioner, obtaining information from government agencies and giving information to the Commission. Inserts in the Sex Discrimination Act 1987 definitions of family responsibility, child, dependent child, immediate family member and spouse and inserts a section 7A concerning discrimination on the ground of family responsibility.
