Second Region

Provides for legal guarantees in realization of the constitutional right of citizens to work, including the right to free choice of employment and work, and protection from unemployment. Forced labour is forbidden. Defines "active population", "unemployed" and "suitable work". Fixes basic principles of employment policy. Trade unions may take part in the work out of employment policy. Zones of priority development shall be set up. Establishes the State fund of assistance to employment and the State service of employment (duties, rights and financing). Provides for the organization of public works and professional training for the unemployed. Deals with social guarantees and compensations to employment, including unemployment benefit (basis for calculation and means of payment).
