The Preamble sets forth national goals and directive principles. These include integral human development, equality and participation, national sovereignty and self-reliance. Economic development shall encourage small-scale artisan, service and business activity, and shall respect traditional culture. Part I, Division 3 sets forth basic rights, including right to life, freedom of expression, thought, employment, and assembly, as well as protection from inhuman treatment and forced labour. All citizens are equal irrespective of race, tribe, political opinion, religion or sex. Part IV regulates citizenship. Art. 217 provides for the post of an Ombudsman; Part X provides for Emergency Powers. Schedule 2.6 provides for the adoption and continuation of pre-independence laws.
