Second Region

Part II sets forth fundamental rights and freedoms. These include the right to life (except in cases of death penalty) and liberty; freedom of religion, assembly and association; and freedom from forced labour and inhuman treatment. No law shall discriminate against persons on the grounds of their descent, sex, language, religion, nor shall it prevent the making of any provision for the advancement of women and children (s. 15). Part X covers emergency powers. Existing laws shall continue after independence. Integrated version of 1998 available.
