Second Region

Provides regulations concerning unlawful possession of gold or diamonds, firearms, food control, and powers of arrest and seizure of commodities. Permits the National Provisional Ruling Council to requisition transport, to require persons engaged in navigation of aircraft or vessels to place their services at the disposal of the Council, and to censor publications.
