Amends provisions of the Social Security Act 1964. Stipulates that persons applying for widow's benefit or domestic purposes benefits for solo parents or single women take "reasonable steps" to obtain part-time work. Persons applying for unemployment benefit and their spouse shall be subject to a work test or a mandatory interview. Sets forth penalties for non-participation in a work test, mandatory interview, or if unemployment is voluntary due to insufficient reasons. Persons who receive unemployment and other benefits for over 13 weeks may be requested to participate in a Community Task Force scheme.
